Omar Reid

Omar C. Reid is the Senior Vice President of the Human Resources Department at Harris Health System, also known as Harris County Hospital District. Harris Health System is the 4th largest community based Hospital System in the United States, which houses a Level One and Level Three Trauma Hospital and 43 Ambulatory Care locations. With over 8,000 employees in the organization, Omar is currently responsible for all Human Resources programs, policies and initiatives; including: Talent Acquisition, Organizational Development, Employee & Labor Relations, Compensation, Benefits, and HRIS.

Mr. Reid has an extensive background which includes: 6 years as the HR Director at the City of Houston and 25 plus years with United Parcel Service (UPS) in various capacities. Mr. Reid is an adjunct professor at Texas Southern University and a Fellow at the University of Houston-Downtown.

He earned his Bachelor’s Degree in Business Administration from University of Houston – Downtown and his MBA from Texas Southern University. Listed among his accomplishments, Mr. Reid is a published author of The Traffic of Life: Characteristics of Effective Leadership. He has a ‘people come first’ personal philosophy. He and his wife Janice have a daughter, Briana, who follows the examples of hard work in education and sports that is exhibited by both her parents.

Greg George, PHR 

Greg George is a Human Resource professional with 23 years of experience in the private and public sectors. Since 2008 he has held the position of Director of Human Resources for Lubbock County which includes 41 departments and over 1,355employees. Prior to working with Lubbock County, Greg was the V.P. of Human Resources for a foodservice sales and distribution company. Greg earned his Professional Human Resources certification in 2002. He served on the Board of Lubbock’s Society of Human Resource Management (SHRM) chapter for seven years, receiving the Chapter’s Human Resource Professional of the Year Award in 2007. He joined the IMPA-HR Texas Chapter Board in 2015. Greg is an active mentor in the Student Chapter of SHRM at Texas Tech University, his alma mater.

Debbie L. Maynor, MBA, IPMA-SCP, SPHR-CP, SHRM-SCP

Debbie Maynor is a human resources professional with over 20 years of experience in public sector.  Ms. Maynor’s career includes 20+ years of experience in human resource management including Director of Human Resources for the City of Killeen and Director of Recruitment for the Texas Department of Human Services. Ms. Maynor has a B.A. in Behavioral Science from the University of Maryland and a Master’s in Business Administration from Tarleton State University. Ms. Maynor holds the IPMA-CP certification as well as the SHRM-CP certification. Ms. Maynor continues to be active in professional associations where she has served as President of the Texas Municipal Human Resources Association TMHRA), as an Advisory Board Member of the Texas Municipal Retirement System and is a founding member and past President of the Texas Chapter for the International Public Management Association for Human Resources (IPMA-HR). 
Linda Ball Thomas

Linda Ball Thomas, IPMA-SCP, PHR, SHRM-SCP

Linda Ball Thomas has been the Human Resources Director and Secretary to the Civil Service Commission for the City of El Paso’s approximately 7000 employees since 2005. Linda Ball Thomas has been a HR professional for over thirty years. She received a Bachelor’s of Arts in Business Administration from the University of Puget Sound, Tacoma, WA. After graduation she entered the U.S. Army as a Personnel Officer. She served in various positions from Executive Officer to a member of the General’s staff. She received a Master’s of Science in Human Resources Management from the University of Central Texas, Killeen, TX.

 

Ms. Thomas has served in various capacities on committees and boards and is a Past President of the El Paso Society for Human Resources Management (EPSHRM), an affiliate of the Society for Human Resource Management® (SHRM). She served on the Texas SHRM Council (TSC) as a District Director responsible for chapters in Amarillo, El Paso, Lubbock, and Midland-Odessa. Linda has served as a member of the SHRM US China Executive HR Exchange Delegation to China in 2010, the SHRM US South Africa Executive HR Exchange Delegation to South Africa in 2012 and was a member of an HR delegation to Cuba in 2015.

Ms. Thomas is certified as an International Public Management Association-Senior Certified Professional (IPMA-SCP), Professional in Human Resource Management (PHR) from the Human Resources Certification Institute and Senior Certified Professional from Society for Human Resource Management®.

Valerie Francois, IPMA-SCP, PHR

Valerie LaCour Francois has been in the public sector for over twenty-five years. Valerie is a graduate of Louisiana State University and received her Master of Public Administration from Southwest Texas State University now Texas State University in 2004. Valerie started in state government as a HR Assistant with the Texas Attorney General’s Office in Austin, Texas. During her tenure with the Attorney General’s Office, Valerie worked in all areas of Human Resources and was promoted to Manager of the Compensation and Benefits division prior to coming to the City of Austin in 1999. Valerie spent twelve and a half years with the City of Austin. She worked in Human Resources in the Employee Relations Division. She served as the HR Manager in two city departments; Community Care Services (2 years) and Solid Waste Services now Austin Resource Recovery (4 years). Valerie returned to the Human Resources Department in 2010 to lead the Quality Assurance Division and served in that role for 2 years. Valerie began her career with the City of Round Rock in 2012 where she serves as the Director of Human Resources and Civil Service. Valerie is married and has 1 son.

Ms. Francois is certified as an International Public Management Association-Senior Certified Professional (IPMA-SCP) and Professional in Human Resource Management (PHR) from the Human Resources Certification Institute.

Lori Steward, IPMA-CP 

Lori Steward was appointed Human Resources Director in July 2015. As the Human Resources Director, she is responsible for all aspects of Human Resources including Employee Benefits, Wellness, Recruitment, Civil Service Testing, Affirmative Action, Equal Employment Opportunity, Classification & Compensation, Employee Relations, Municipal Integrity, and Employee Development & Training. Mrs. Steward joined the City of San Antonio in September 2013 as Deputy Human Resources Director working with Police and Fire Collective Bargaining issues along with Human Resources Department operational oversight. Prior to joining the City of San Antonio, she worked 29 years for the City of Phoenix, Arizona in increasingly responsible Human Resources positions including Human Resources Officer, Human Resources Supervisor, Deputy Human Resources Director, and Labor Relations Administrator. Mrs. Steward is a native of Arizona. She and her husband Don live in San Antonio with two dogs and three cats.

Kari Jo Zika, IPMA-SCP, CGBA

Kari Jo Zika is a Human Resource professional with over 25 years experience in public sector organizations. She recently joined the DFW Airport Board as the Assistant Vice President of Total Rewards and HR Operations. Kari Jo provides planning, identification and execution of Total Rewards, HRIS and HR operational efforts, including oversight of DFW’s award-winning LiveWell programs. Previously, Kari Jo served as the Director of Human Resources and Civil Service for the City of Arlington for 6 years where she managed Human Resources, Risk Management and Civil Services operations for the City. Prior to Arlington, she was the Benefits Administrator at the City of Denton for 7 years and held a variety of roles focused on employee benefits with the State of Wisconsin Department of Employee Trust Funds for 13 years.

Kari Jo holds a Master of Arts, Public Administration from the University of Wisconsin – Madison and a Bachelor of Arts in Political Science from St. Cloud State University. In addition, she holds several certifications including: IPMA-HR SCP, Certified Government Benefits Administrator (CGBA), and Certificate of Achievement in Public Plan Policy (CAPPP).

Kari Jo and her family live in Highland Village, where she keeps busy with high school marching band and color guard activities and volunteers for a local dog rescue organization.
